Unlike you, I run in runlevel 5I log into the desktop without speech by
switching there with Ctrl-AltFX where X is the console that has my gui.
It would be console 7 by default. I have an aplay command in my
.bash_profile so that I can know that I typed my login and password
correctly. I then wait a few moments for the desktop to load and do an
AltF2 to bring up the run dialog. At that point I type orca and press
enter.
It should be possible to hold in Ctrl-S for five seconds and get a
talking login. However, when I attempted to set this up, admittedly now
some six months ago, Fedora's desktop crashed. I don't know if things
are now fixed.
I do map my own choice of a sound to play, however. You can do that in
/etc/gdm/custom.conf
