[orca-list] installing a later orca

I have just downloaded the zip file for a much later version of Orca
that comes with Ubuntu.
Do I have all the necessary files to install it within the .tgz file
or do I need to do anything else before I can build it, install it or
whatever?
Hope someone can answer my question.
