The global default values are defined in default.py and each script is
allowed to extend/override them. If you modify them using the
keybindings tab, the modified bindings will be saved in the
overrideKeyBindings method in ~/.orca/user-settings.py.
If you're into python and hacking, you might be able to quickly write
your own layout. I don't think it will be a walk in the park,
though. :-(
