Correct.  It's a general WEP thing, not really an NM thing.  WEP sucks.
But it's worse than that... if the PRIVACY bit is set in the AP's
beacon, and the AP does not provide WPA/RSN information elements, then
the AP could be any one of WEP, Dynamic WEP, or possibly LEAP (not 100%
sure about LEAP though).  There is simply not enough information in the
beacon to tell, thus NetworkManager can't pass this along to you.
