Sorry if that was not clear, I sent the email to confirm he's doing good
work on the GNOME packaging in Debian, now I don't know if working on
the GNOME packaging for a distribution warrant a membership or not for
you so I can't say if I think he should be accepted or not. The work
he's doing there is useful so let's say it's a +1 from me if you think
distributor work is something GNOME considers.
