Baris, these are the wrong dates, and your mail is not the official proposal
email. That was already sent. :-)

This email needs to be retracted because the dates are wrong, it's not an
official proposal, it's too late to be, and it refers to 'referendum', which
is not a process that exists under our bylaws.
