We have nowhere to store it in svn (apart from foundation-web module,
but I doubt that it's relevant for that place). 

But we can use wiki page. We have form-letters part. Wiki page can also
store the changes to the actual mail. I'll add it to form-letters part.
Comments/fixes there can be easily reflected to next year's
announcements.

Do you mean http://foundation.gnome.org/elections/ web page? Indeed by
the time I did the announcement that page was not ready for 2007 (my
bad). But it's a nice pointer anyways. I'll note it.
