We can't count the number of returned ballots without analyzing the mail
archives, and so without taking a look at the current results.
Mmmhhh... Maybe it'd be possible. But we'll need access to the archives,
and this means that we would be able to look at the votes. The problem
is that I feel we should not be able to access the votes until the end
of the elections.
