[sigc] ANNOUNCE: libsigc++ 2.99.1

libsigc++ implements a typesafe callback system for standard C++. It
allows you to define signals and to connect those signals to any
callback function, either global or a member function, regardless of
whether it is static or virtual.

libsigc++ is used by glibmm and gtkmm to wrap Glib and GTK+ signals. It
does not depend on Glib, GTK+, glibmm or gtkmm.

*** Changes

This is the first release of the libsigc++-3.0 API, which installs in
parallel with libsigc++-2.0. The API is not significantly different,
but the implementation is far simpler, using variadic templates instead
of generating C++ code from .m4 files.

libsigc++-3.0 requires a compiler with C++14 support.
