One thing that I think merits consideration before making this change:
GPL2 compatibility.  It seems that moving to LGPLv3 means that GPL2-only
programs can no longer use the latest libsigc++[1].  I'm not sure if there
are any, or how much of a concern this would be in practice, but it
should probably not be ignored.
