Yep, it doesn't show as off.  Nosing around the source get_tooltips is
now hard coded to return true, though set_tooltips does apparently
supposedly influence the global gtk_tooltips_enable.  Not nice from the
point of view of properties, but it's only another incompatible change
in gtk so not anything to worry about.
