I don't know about Wayne Keenan's distribution. From what I can tell, it hasn't been updated in a while.You can get gtk-2.4.14 for Windows from a number of sources though:

http://www.gimp.org/~tml/gimp/win32/downloads.html ( bits and pieces of stuff everywhere - probably needed for compiling stuff ) http://gimp-win.sourceforge.net/stable.html ( binary installer for gtk2 to get Gimp-2 running under Windows - might be sufficient if you're not compiling stuff )

Do you need Wayne Keenan's for any particular reason?

Since you're asking about gtk2 for Windows, might I take this opportunity to ask you to report back if you manage to get Gtk2::GladeXML running on Windows? That would be sweeeeeeeet, but I don't have the time / skill to figure it out :)
