GDK_ENTER_NOTIFY problem

Hi,
I have a small problem.
when my application get focused, the widget under the mouse cursor does 
not get GDK_ENTER_NOTIFY event.
for example, if the mouse cursor is over a button, the button does not 
get highlighted.
any idea on how can I overcome this issue?
