Why don't you take a gander at the ion window manager source code?
Granted it doesn't use GTK+ but it does exactly what you're asking for.
Maybe by seeing how they do it you can get a better idea of how to do
that for your app. Oh, and never think something is impossible, because
it usually turns up wrong.
