Popup window always on top (Gtk 1.2.6)

I'm trying to display a popup window when the main application starts that
shows version info, etc. It's basicaly a splash window. When the
application runs the main window is drawn over the splash window. I want to
have the splash window remain in front of the main window as the program
initializes and then it'll disappear. Is there any way to keep a gtk window
in front of other windows?
