langpack autoinstall in gnome-software

Hi,

Currently installation of language pack meta-package (localization support) is manual. So, it's two steps for user:

1. select language and logoff-login
2. install respective language pack.

Idea is to automate the second step. After discussions we determined that gnome-software seems the best place to do installation of the langpacks-XX package for new users.

Have tried a few approaches and need discussions. (To move in a direction and complete implementation).
