There was a little bit of discussion of this in the context of fixing
the bugs involving the stacking of the panel relative to other windows.
(Eg, https://bugzilla.gnome.org/show_bug.cgi?id=582653, "notification
area tooltips appear under shell panel".) One problem that comes up in
the general case, but not in your lightboxing case, is being able to
receive events on the non-MutterWindow actors in window_group.
