About the theme editor thing, I would really like to help designing this.
I have been working on a prototype not too long ago, for the drawing part only. It draws lines, rectangles, arcs, gradients, tints, images, and texts. But I realized it needs a lot more of discussion on how to relate all of this with the theme format used by metacity.

On a side note, I've been hit by a bug while developing the prototype (everything was done using Python). The gradient_create_multi function is not callable from Python, as far as I know, and I've been stuck with this since then.
