Yes a few people have said this.

It is explained in the help file, but I do appreciate that users do not
usually read help files.

I originally had this in 2.14.x IIRC. I got emails and bugs saying that
"I set g-p-m to blank after 10 minutes and it took 20 minutes to turn
off my screen".

This behavior I do not understand. Was gpm kicking in 10 minutes after
the screen saver?

I think the most logical way would be to have gnome screen saver and
gnome power manager looking independently at the idle time. They both
would just kick in when the time out specified in their settings is
reached. Of course gpm could turn off the screensaver  when the
display goes to sleep, but the timeouts should be completely
independent.

gnome screensaver and gnome power manager should just give an
unobtrusive warning when the timeouts are set such that the
screensaver does kick in after display sleep.
