I theory you should be able to first create the default desktop you want
your users to have, save it, and then copy the GNOME directories
(.gnome-desktop & .gnome prehaps a few others) to /etc/skel/  Now ever time
a new user is added, everything is in /etc/skel will be copied to the
user's home directory.

Having never tried this before, I don't know how well it will work.  I also
don't know how many distros support a /etc/skel directory (Slackware
does)...
