I see a few modules don't use ChangeLog anymore, at least inside "po/".
I like using shell scripts to avoid repetitive typing when I review
other people's translation, but this issue keeps slowing me down. Is
there some way for a script to guess whether if a ChangeLog file is
deprecated?

Maybe search for phrase like "do not edit" and such. Might be too dumb or
unreliable, I don't know. Just an idea. :-)

Or explicitly filter out given modules...

What is the logic behind not using the ChangeLog file? When I have fixed
a typo or suchlike in recent months, I have used my old commit script
which adds a new entry to the changelog and uses that entry as SVN log
message. In most cases I'd never even look at the changelog before
committing.
