libgnomekbd 2.27.2

First unstable release of the keyboard mgmt library in 2.27 series.
The most substantial change is a change from libglade to gtk-builder
(thanks to Thomas Andersen).
Some translations are updated as well.

The tarballs are available from download.gnome.org, the source code is in git.
