Just a few comments:

gdmthemetester was intended for theme writers not for root and so SHOULD be
runnable by users.  gdmphotosetup is most definately ONLY for users since
that's the proggie they run to set their login photo.

The reason for this was that if gdm is run as a binary directly from init,
then /etc/profile is not sourced causing things to behave strangely.  For one
thing gdm will revert to C locale on most linux installations no matter what
language is set up as the system language.  It's not a problem at all for
footprint since gdm-binary is exec'ed.
