HAL FDI file for storage policy for fixed drives

Current versions of HAL have the annoying habit of mounting any and all
fixed drives  on the desktop. Attached is an FDI file, borrowed from
Fedora, that solves the problem.

To use:

Copy this file to

      $garnome/share/share/hal/fdi/policy/10osvendor
