Then maybe something simpler than a track could work.

The call for papers could just say that the GUADEC organisers are interested
in hosting talks or workshops about European software freedom political
campaigns, and invite people to submit proposals for talks or workshops.

If there are good submissions, you might discover that the people who
submitted papers can contribute the necessary expertise.
