Do you add this to a letter, too? Furthermore, do you add this to
postcards or to notices on billboards in the public space, too?
It makes no sense at all, even not for secret mail, let alone public
mail.

Those notices are often added automatically by a corporate MTA - they
are usually a misguided attempt by people to make it look like there is
some legal basis for what they say and are clearly created by someone
who has absolutely no idea how email works. I suspect that the number
of people who have changed their behaviour because of such notices is
precisely zero, approximately the same number of people who have had
legal action taken against them because of it.
