then these are in a floating time, which means they are always at the
same time of the day in whatever timezone you view the calendar. In
your case of Europe/Berlin the event starts at 13:00 of Europe/Berlin,
but if you change the timezone in the Evolution to something else, like
America/New_York, the this particular event will still start at 13:00
on today. Compare with events with an exact timezone set, they will be
moved accordingly when the timezone of the view changes.

That means that both gnome-shell and gnome-calendar use different view
timezone than the Evolution. It's not necessarily a bug. The best fix
would be to correct the software which creates the events and teach it
to explicitly set the timezone, or convert times to the UTC, thus
you'll not miss the events again. Consider the change from
Europe/Berlin to America/New_York in the view - you would be off by six
hours (as of today).
