Iff you have Shell access to your IMAP server, but many people don't.
And of course assuming your IMAP server runs some form of *nix.

True. But you don't expect me to give similar advice regarding Windows
machines, do you? ;-)

Not at all, but the point about having Shell access still applies even
if the server is Unix, in which case a procmail-based solution is of no
use. That's all I was trying to say.

Anyway, the OP was asking about migrating Windows PST files to a
commonly used UN*X format -- and archiving with this in mind. Thus it's
local mail (no IMAP) we're talking about.

Indeed. It's just that we seem to have wandered off into what you can do
with an IMAP server. Never mind.
