[Evolution] New messages in INBOX question

My inbox frequently shows the new message indicator (bold +##).

When I click on the folder, the new messages havent really been
downloaded yet, just the indication is there.  After clicking on the
folder, the messages are then *retrieved*, and then the filters applied.

Is this the normal/expected behavior?
