Actually, within the windows world, PGP plugins for major email clients
are pretty easy.  The stock install has plugins for Outlook and Eudora
(both work rather well).  A quick search in google dug up some mention
of Netscape mail plugins ( http://bear-software.freeservers.com/ ),
although I've never used any.

Of course - all this doesn't help other-than-pgp encryption for
Evolution.  But it might help your environment realize PGP is still an
option. ;)
