The short answer is "because the person who built the 0.3.1 snapshot
didn't have OpenLDAP on his machine". I think 0.2 did have LDAP
support.

Although there is also a licensing problem.

Lately, when this bug has popped up, it's been because the user built
the new (post-0.16) bonobo, but didn't rebuild gtkhtml afterwards, so
it doesn't know about the new bonobox shared library and fails to
resolve all of its symbols at startup. So try rebuilding and
reinstalling gtkhtml.
