Can you try out this build:

http://download.opensuse.org/repositories/GNOME:/Apps:/Evince:/Windows:/2.32/openSUSE_11.4/noarch/mingw32-evince-msi-2.32.0-3.1.noarch.rpm

You will have to extract the installer from the rpm package e.g. using 7-zip.
