Red haze bug...

Hi,

I am bothered by a long lasting bug that has been around for at least 18
months, and I wonder how I could help fixing it.

The problem is with graphics that get overlapped with a 'red hallow' or
'red haze'.

So my question is, how could I help this getting fixed ? Is there a
place I should open a bug report, any information or debugging mode I
could use, etc. ???
