Patch to make X applications under Wayland reflect input language/layout changes

I hope above summary is correct.

There's a bug in Xwayland causing the input language/layout not to be
reflected in a Wayland session if the input language/layout is changed.
This is not a GNOME bug. If your distribution offers a Wayland session,
maybe good to follow the upstream bugreport and/or include the proposed
patch for xorg-x11-server.
