I'm probably dense, but what should I do with it?  Take the DLL in the zip
archive and replace some DLL in my system, and then check that Dia still
launches properly?


Exactly. Also test if the dia functions your are using are still
behaving the way
you want them to.

On an English system, I would expect the DLL to be in

c:\program files\dia\bin\freetype-6.dll
