You can download Dia for Windows from

http://dia-installer.sourceforge.net

You first have to download and install the GTK+ Runtime environment
and then the Dia for Windows installer.

Don't get confused in the download process. You first have to select a
mirror server
from which you want to download the files. In the second step, the
files will actually be downloaded.
