Sartaj,

use

tar xzf diasource.tar.gz

where diasource.tar.gz is the .tar.gz-file containing your
dia sources. This will create a new directory containing
all dia source files. The directory contains also
the files README and INSTALLATION which contain instructions
on how to build dia from the sources.
