Git module policy change: DOAP files



Policy change regarding DOAP files in git modules:
Having a $MODULE.doap file in the master branch is now mandatory for all
git modules. Up to now, the MAINTAINERS file was used as a fallback.

This should not affect too many active modules. Additionally,
translation commits are still allowed even if there isn't a DOAP file.

The modules which might be affected by this change are listed in:
  http://git.gnome.org/browse/?s=idle
  (modules with the message: "Please create %s.doap")

Additionally, I've made the DOAP file checker also check for valid
usernames. This check is only done if you change/add a DOAP file.
