Release team membership change

Hi,

Most of you probably already know the amazing Frederic Peters: he's
doing some great work on jhbuild, the build brigade, monitoring the new
dependencies, etc. He even started writing commit digests. If you look
at his contributions, you can quickly see that it's stuff that is useful
for the release team.

So, after some discussion, Frederic agreed to join the release team and
we're glad to have him on board there -- after all, it means more
french-speaking people in the team!

Feel free to hug him on IRC, he's fredp.
