GnomeGoal proposal: change AM_INIT_AUTOMAKE to create xz compressed pax tarballs

Propose a GnomeGoal to change AM_INIT_AUTOMAKE to have:
  AM_INIT_AUTOMAKE([1.11.1 no-dist-gzip dist-xz tar-pax])

If nooone objects to this I'd like to get this GnomeGoal up and running
asap (ideally before 3.1.2 unstable release on Jun 13).

The purpose is strictly about the tarball creation; the related goal at
https://live.gnome.org/GnomeGoals/ModernAutotools discusses all kinds of
other things but that's for someone else to drive through.
