[librsvg: 3/15] Deprecate rsvg_handle_get_dimensions()

    Deprecate rsvg_handle_get_dimensions()
    
    We now have rsvg_handle_get_intrinsic_size_in_pixels() which can
    return fractional pixels.  Also it will point callers in the direction
    of the functions that take viewports.
