2) Blockers to BuildStream 1.2 Release.

As per the BoF at GUADEC, these are:
* Remote Execution CAS-based artifact cache [0]
* Expire artifacts in Local Cache [1]
* Add support for includes in project.conf [2]
* Being smarter about running integration commands [3]
