my firewall/router is fine, as the configs have not changed, and, i have no outbound blocking of any sort, so, unless my isp decided to do something like that (they do not have a history of port blocking). is there any way to change/force the protocol/port this checkout is happening with?

Can you ensure that your firewall/router/proxy? setup isn't going to
block this?  The svn:externals for this uses the svn:// protocol, which
runs on port 3690.  In some cases (like my box at work, which is behind
a nit picky proxy), I cannot use this protocol.
