Under Perl's CPAN listings the module in question is called
"Locale::gettext" and can be installed very easily by executing

"perl -MCPAN -e install Locale::gettext"

as root.

As far as writing a test for it, I'm rather new to the whole notion of
writing tests for configure. What I can tell you though is if you run
the command line:

perl -MLocale::gettext -e 'printf "%s\n", $Locale::gettext::VERSION;'

you should see the version number of the module returned. If you can use
that to write a test this should help.
