Keyboard shortcuts for international characters

Hi,
"Keyboard shortcuts for international characters", discussed at
http://office.microsoft.com/en-us/assistance/HP051865621033.aspx
allow a user in Windοws to write common western european accented
characters without bothering to install a keymap and having to switch
between languages.

For example, you get shortcuts of the sort:
CTRL+` (ACCENT GRAVE), the letter
        à, è, ì, ò, ù,
        À, È, Ì, Ò, Ù
        
and the dead key is "Ctrl-`".
