It's in the preferences file (either ~/.icewm or in the system one):

FocusOnMap=1
FocusOnMapTransient=1

(I set the first to 0, because I don't like it.)

It's possible that this is a new feature of icewm: I've not used
anything before 0.9.6 which is only a couple of weeks old, I think.
