[xslt] Arabic-Indic numbering

If someone is going to work in xsl:number, then please add 
support for Arabic-Indic numbering.  You should get those digits 
if you set format="#&x661;" in xsl:number.  It works in Saxon, 
and should be made to work in xsltproc.
