./configure --prefix=/home/TOOLS/libxslt/libxslt-1.1.15_dst/ \
          --with-libxml-src=/home/TOOLS/libxml2/libxml2-2.6.22_src/

Nevermind I got it working, stupid mistake on my part the src dir I was pointing it too was not built. Still not sure why using the other 3 prefixes instead of the src dir didn't work though.
