[xslt] Passing parameters to exsl:document

Playing around with exsl:document I found that inside exsl:document all 
previously defined parameters are empty.

Shouldn't exsl:document keep the old parameters?

Or is there something like

<exsl:document href="...'>
   <xsl:with-param name="..." select="..."/>
   ...
</exsl:document>
