[xslt] [BUG] Win32, xsltproc, libxml, libxslt, <xsl:include/>

The win32 version (Thanks, Igor!) of xsltproc (and the libraries -- my
program has this same behavior) handles <xsl:include/> problems less than
gracefully -- it segfaults.
